Error description
When the EE XCA Major Node is activated some time after VTAM start, the following message is seen in TCP/IP: EZZ4321I ERROR: CODE=0810004A DURING SETUP PHASE ON CONNECTION TO x.x.x.x FOR DEVICE IUTSAMEH. All EE XCA lines remain in PALNK status. Once hit, this condition is persistent. Enterprise Extender cannot be activated.
Local fix
Restart VTAM with EE XCA Major Node in ATCCONxx config list with at least one line ISTATUS=ACTIVE. This will allow the IUTSAMEH connection between VTAM and TCP/IP to be activated as required for Enterprise Extender functionality.

These TIPACs may be in the T100 or T200 format. As they are discarded via TSDSCARD/TSALERT, ISTTSCUD checks each buffer to determine if it might be an EE activation request. ISTTSCUD looks in the PDUWA to do so. Because these TIPACs are not in the expected TI00 format, the field XBFL_PDUWA is actually pointing to an ISTSND block. ISTTSCUD references the ISTSND as though it were a PDUWA and falsely decrements the TSEXT EE count as a result, making the count go negative. Some time later, request to activate the EE XCA Major Node is issued. Because the TSEXT EE count is not zero, the request fails. VTAM must be recycled to get EE to activate again.

A currently unused bit in the base TSCB (TSCFIS) has been reused to indicate that the PDUWA has information that must be cleaned up during discard. The new name is TSC_PDUWA_Cleanup. The new bit will be turned on and off as the PDUWA_EE_Setup or PDUWA_WUDInc indicator is turned on and off. This will tell TSCB discard modules (ISTTSCUD, ISTTSCUC) whether or not it is safe to reference the PDUWA. All parts that set either PDUWA_EE_Setup or PDUWA_WUDInc have been changed to also set TSC_PDUWA_Cleanup accordingly. ISTTSCUC ISTTSCUD IUTLLCCS IUTLLCIO IUTLLCIX
