  * PROBLEM DESCRIPTION:   An ABEND0C4 occurred in module        *
  *                      ISTDRAPC while activating a CPCP        *
  *                      session.                                *
  ****************************************************************
  * RECOMMENDATION:                                              *
  ****************************************************************
  The problem may be summarized as follows:
  1. A CPCP session setup failed to a cross network NN (BN or
     non-native NN).  SSC sent a CP Status (CPS) IPS with
     ConWinner (CW) Inact to DS. DS sent a CNM RU to management
     services to remove the BN Info from the MSTBNPTR queue.
  2. The CPCP session had failed with a retryable sense code, so
     SSC started setting up a new CPCP session.  SSC sent a CPS
     IPS with CW Pending Active to DS.
  3. ISTDRAPC did a TPADDEL LIFO to add new BN Info to the end of
     the MSTBNPTR queue.
  4. While this was processing, ISTMGCVG issued a TPREMEL to
     remove the old BN Info from the MSTBNPTR queue for step 1.
     This was the last piece of BN Info on the page, so the
     page of storage was freed.
  5. Unfortunately, the TPADDEL from step 3 had loaded the address
     of the old BN Info prior to it being removed for the chain,
     so ISTDRAPC abended trying to use the freed storage.
  

Problem conclusion

• ISTDRAPC and ISTMGCVG have been changed to issue a TPLOCK to
  lock the MSTBNPTR queue prior to adding or removing elements
  from the queue.
  
    To do this a new lock was added to ISTMSTAT.  Also, ISTLOK,
  TPLOCK, and TPUNLOCK were updated to recognize the new lock.
