• When predecessor verification fails for members with accounting
  status EDITABLE on a promote with NOPROM-R, the rebuild doesn't
  occur.
  FLM53109 - WARNING, PREDECESSOR VERIFICATION FAILED
  generated for an EDITABLE member.
  There is a member marked NOPROM-R in the same promote.

  If NOPROM-R rebuild step is required, and promote return code
  is set to 4, SCLM starts the rebuild if predecessor verification
  failed for NOPROM-R members only.
  

Problem conclusion

• SCLM promote processor has been changed to allow the NOPROM-R
  rebuild step when rc is set to 4 as the result of FLM53109
  warning or FLM53106 error for unconditional promote.
