    * PROBLEM DESCRIPTION: Some hardware allows to modify the      *
    *                      system performance by changing the      *
    *                      processor speed. However, this requires *
    *                      an IPL to allow the system to set       *
    *                      timing and performance specific values. *
    ****************************************************************

    At ipl time, SRM sets the RMCTADJC field based on the CPU
    adjustment factor and mp factors and then calculates other
    corresponding fields.  These values do not change after IPL
    because the processor speed was assumed to be constant.
    
    The z890 processor now allows for a dynamic CPU capacity upgrade
    based on processor speed change.  The processor speed can be
    increased or decreased.  Prior to this support, a processor
    speed change required an IPL to make the new speed known to the
    system.  Now, the z890 hardware will notify the operating system
    of a speed change by generating a repressible machine check with
    a sub-code describing the interrupt reason.  An ENF signal
    notifies any listeners of the change.  SRM/WLM must now react to
    the non-disruptive processor speed change.
    
    A processor speed change can also occur when a z990 processor
    goes into cycle steering mode.

  • The z890 supports dynamic processor speed changes and signals
    this event to the operating system.  For this type of hardware,
    a dynamic processor speed change can be done from the service
    element to change the performance of the system.  An IPL will
    not be required.  SRM now listens for the ENF signal.  Module
    IRAEVSSI has been updated to dynamically adjust the timing and
    performance related values that are based on the speed of the
    processor, such as the RMCTADJC field.  When a speed change
    occurs, the WLM policy will be reactivated and a new message
    will be issued to the console, IWM063I WLM POLICY WAS REFRESHED
    DUE TO A PROCESSOR SPEED CHANGE.
    
    Hardware which has the capability to change the processor speed
    but does not signal this event to the operating system continues
    to require an IPL to make the change effective.
    
    The method of modifying the system performance by changing the
    number of processors remains unchanged and is not affected by
    this APAR.
    
    z/VM 5.1 will support dynamic processor speed changes.  If z/OS
    runs as guest on an earlier z/VM release, an IPL is still
    required.
    
    There are no parameters that can be set by a user for this new
    function.
