Error description
emgr run in nimadm scripts will fail with messages like : aclput: Function not implemented emgr: 0645-007 ATTENTION: aclput() returned an unexpected result. scripts run by nimadm are run in the chroot_env. so they run on altinst filesystems mounted from the client using nfsv3. and nfsv3 doesn't support acls.
Local fix
If customer has necessary resources in nim master he can use nimadm Local Disk Caching option to avoid use of nfs.

The emgr elib is changed to provide wrapper functions for aclput and aclget calls when on a filesystem that does not support those commands.
