IV83237: TOPAS AND NMON SHOWS LOOPBACK INTERFACE AS '0' APPLIES TO AIX 7100-04

Error description

• Customer reported that topas is showing the lo0 interface
  as 0,
  We found that there is a bug in the fix dropped in 969855
  defect and
  will be dropping the code in this defect to rectify this.
  
  This Happens when we have a interface with IFF_RUNNING
  unset.

Problem conclusion

• Fixed the logic of updating the correct ifnet info in
  correct index of user buffer provided by the application.
