Problem summary
Applications querying netcd may be delayed up to 30 seconds if number of connections to netcd is large.
Problem conclusion
Changed netcd code to check if file descriptors are exhausted. If no file descriptor is available then wait in an exponential time interval until a file descriptor become available.
