Error description

  • In some cases with dates less than 1970-01-01, and with
TZ set to a POSIX time zone specification (e.g. JST-9),
mktime(3) may return negative values other than -1.  Note
that this APAR does not apply for Olson TZ values (e.g.
Asia/Tokyo).

  • mktime does not return -1 with POSIX time zone.

Problem conclusion

  • Code has been change to add a check to return -1 for POSIX TZ.
