Error description
Starting in 6.1tl9 and 7.1tl3, users belonging to the security group cannot run mkuser through smitty. This error message is received: 3004-692 Error changing "admin" to "false" : You do not have permission. security group users can run mkuser from the command line as long as they aren't trying to set the 'admin' attribute.
Local fix
Create an RBAC role that contains the aix.security.user.create.admin authorization for non-root users needing to run smitty mkuser.
Problem summary
The customer will not be able to create a normal user even if the user belongs to the security group.
Problem conclusion
changes have been made in the the smitty script so that security group user ll be able to create a normal user when admin=false.
