Local fix

Problem summary

  • If the system is having 'n' number of logical CPUs.
    Disabling external interrupts on 'm' logical CPUs ( m < n)
    and then creating exclusive rset with n-m CPUs is causing
    system crash.
    

Problem conclusion

  • Creation of exclusive rset code is not taking care of
    external interrupt disabled CPUs during the resource set
    input validation and it should return with invalid value
    as that will cause number of genereal purpose CPUs (gpcpus)
    on LPAR to become '0' with current implementation.
