Problem conclusion
A tunable timetosettle has been provided where user has to set it by running chdev command on the usb0 device and then reboot the machine. The tunable value can range from 1 to 10. For example to set this tunable to ten seconds run the following command chdev -l usb0 -a timetosettle=10 -P
