Error description
When attempting to do a Live Partition Mobility, you may see the following error: HSCLA27D The operation to lock the physical device location for source adapter XXXXX.XXX.XXXXXXX-V#-C# on the virtual I/O server partition <hostname> has failed. This solution is limited to cases where the specified adapter on the source partition is still waiting for its children (Virtual Target Devices) to configure, i.e. it has VTDs which are in the Defined state and have been in the Defined state since the vhost adapter was configured.

This solution is limited to cases where the specified adapter on the source partition is still waiting for its children (Virtual Target Devices) to configure, i.e. it has VTDs which are in the Defined state and have been in the Defined state since the vhost adapter was configured.
Problem conclusion
Don't fail the lock adapter request just because not all of the children have been configured. Note that there is a time period during which the adapter is still "expecting" its children to be configured, and any LPM attempt during that time (which can be up to an hour after the vhost adapter is configured) will fail, by design. This solution will fix it so that LPM attempts made after this time period will work. (But note that VTDs which are in the Defined state are not migrated.)
