Error description
This APAR fixes several related issues in the AIX support for DS8k Hyperswap disks. The most visible issue is the case where a Failed path to a Hyperswap disk does not recover automatically because the health check process has aborted on the disk. There is also a chance for ordering issues between the disk quiesce and the response to an event, where the event times out before it should.

Problem conclusion
Updated AIX PCM to ensure the path health checker continues to run. Also modified the handling of the watchdog timers that time Hyperswap related API calls.
