Local fix

Problem summary

  • Justify why this fix is being delayed for a future release
    (blank line to stop):  hange is done in complex VFS (Virtual
    File System Consistency Manager) , SM4 module, Changes is to do
    with File record state flag, hence it would be risky to dropp
    changes into service stream, However this issue is reported
    only by one customer and it is very rarly recreatable, Will
    wait for couple of months before we pull the changes back to
