Error description
After a rolling migration: PowerHA 6.1 -> PowerHA 7.1.X, users may see clstart failing with the following message: . rc.cluster: Error: RSCT cluster services (cthags) are not active on this node. . clstart: Error: RSCT cluster services (cthags) are not active on this node.
Local fix
After Rolling Migration is successfully finished, which means the Migration protocol has been run successfully and all nodes in the cluster share the same "CLversion:" . In example: . #lssrc -ls clstrmgrES | awk '/CLversion/ && !/awk/' CLversion: 14 . If the condition above is ok, users can reboot both nodes, in order to have cthags running instead of grpsvcs.
Problem summary
after a rolling migration from version 61 is complete and the version is updated in HACMPcluster, by design, grpsvcs is still running until the next reboot of the node, when cthags will run. If you bring down cluster services and try to restart before the 1st reboot after a rolling migration, an error is reported because cthags is not running.
Problem conclusion
Update clstart to allow either grpsvcs or cthags to be running
