Local fix
varyonvg the varied off VGs. Or ingore the error messages on inactive VGs
Problem summary
prtconf produce an error message on stderr.
Problem conclusion
The code has been modified so that it would not result in error message and so by this the customer will not be facing issues anymore regarding the inactive vg's when prtconf is run.
