Error description

  * USERS AFFECTED:
  * Systems running the AIX 7200-03 Technology Level
  * or VIOS 3.1.0.20 or VIOS 3.1.0.21
  * with bos.net.tcp.client_core at the 7.2.3.16 or
  * 7.2.3.17 level.
    **************************************************************
  * netstat prints some messages incorrectly on recent AIX and
  * VIOS levels.
  *
  * Some examples include:
  *
  * 'netstat -rn' or VIOS 'netstat -routtable' will show:
  * "Only the root user can specify the Z flag"
  *
  * 'netstat -an' or VIOS 'netstat' will incorrectly show packets:
  * "dropped due to memory allocation failure"
  *
  * 'netstat -s' or VIOS 'netstat -stats' will show:
  * "error not generated because old message was icmp" and
  * "unexpected change to mbstat; check source"
  *
  * This issue can be avoided by setting LANG=C to use
  * built-in English messages instead of the message catalog.
  * For example:
  * # LANG=C netstat -rn

  * Install APAR IJ16586.
  * Prior to fix availability, an interim fix is available from
  * either
