Error description

* USERS AFFECTED:
* Systems running the AIX 7100-04 Technology Level
* with bos.mp64 at the 7.1.4.35 level and
* devices.pciex.b3154a63.rte at the 7.1.4.31 level.
  **************************************************************
* ERROR DESCRIPTION:
* In the latest levels of AIX / VIOS, opening Mellanox
* Infiniband adapters will fail.  This will cause interface
* creation, ibstat command, and any other operations with the
* adapter to fail.
*
* This is seen with Mellanox Infiniband adapters on AIX / VIOS
* using the mxib driver.
* Find out if a system has any adapters using the affected
* driver with lsdev, for example:
* # lsdev -F "name ddins" | grep mxib
* Note: on a VIOS, this must be run as root using
* 'oem_setup_env'.
  **************************************************************
* RECOMMENDATION:
* Install APAR IJ13688.
* Prior to fix availability, an interim fix is available from
* either
* ftp://aix.software.ibm.com/aix/ifixes/ij13688/
* https://aix.software.ibm.com/aix/ifixes/ij13688/
* Installation of the ifix requires a reboot.
