This APAR is to document potential problems that can result
from errors in the DIST start-up procedure for the DDF
address space.

Reported symptoms of this problem have been ABEND0C4 in
DSNXIDIX at offset '04A4'x during execution of migration
step 22 (DSNTIJTC).  Similar abends can also occur during
the execution of DROP DATABASE (DSNXIDDB), DROP TABLESPACE
(DSNXIDTS), DROP TABLE (DSNXIDTB), and DROP INDEX (DSNXIDIX).
This will occur if the user has specified DDF=AUTO or
DDF=COMMAND in ZPARMS.

The ABEND0C4 is caused because the pointer to the LCOM in
the SCOM (SCOMLCOM) is zero.

The cause of the problem has been incorrect coding in the
DIST start-up procedure, generally that the STEPLIB points
to a down-level library, or has a JCL coding error, causing
the DDF code to not be properly loaded.

To correct the problem, the user needs to either correct
the DIST start-up procedure, or the user can update ZPARMS
to DDF=NO.
