  is issued when SETPFIX limit exceeds SIZE definition for POWER
  partition. Expected message 1Q05I should be issued instead.

Problem conclusion

• Code in IPW$$IP has been changed to ensure correct branch to
  routine IPW$$I1 to write 1Q05I PAGEABLE AREA TOO SMALL
  and then terminate VSE/POWER by CANCEL macro.
  Name of loaded phase will be addressed correctly for 1Q5BI.
