  1YK9D  CUU 180 ALREADY ACTIVE AS VIRTUAL TAPE
  It seems that a preceding VTAPE STOP did not really stop the
  virtual tape because the virtual tape was still assigned..

  Unexpected VTAPE problems after stopping a VTAPE, which is still
  assigned.
  

Problem conclusion

• Trying to stop an assigned VTAPE must cause error message
  1YN5D  TAPE cuu IS ASSIGNED
  and cuu stays virtual tape, both from the supervisor and the
  TDH point of view.
  This is how it used to worked in z/VSE 4.3 and before.
   When trying to stop an assigned VTAPE in z/VSE 5.1 there is no
  error message, TDH will close the virtual tape while it rests
  active from the supervisor point of view.
  Subsequent VTAPE commands may cause messages 1YP4D and  1YK9D.
