Problem
This technote explains how to resolve an issue that can occur where the IBM Rational ClearCase (CC) SCM Adapter installed with Eclipse 3.4.1 or 3.4.2 with the Java EE bundle is not visible.
Symptom
Eclipse 3.4.1 or 3.4.2 Java EE Bundle does not have the Capabilities tab under Preferences, therefore, there is no way to make the ClearCase menu visible.
Cause
This is a known issue with Eclipse as shown in this record

Resolving The Problem
To make the ClearCase menu visible complete this procedure:
- Start Eclipse
- Create a new workspace
- Close Eclipse
- Locate this file, org.eclipse.ui.workbench.prefs:
C:\Documents and Settings\<user_name>\<new_workspace>\.metadata\.plugins\org.eclipse.core.runtime\.settings\org.eclipse.ui.workbench.prefs
NOTE: For Linux, this file will not be created by default. In order to proceed you will need to load the workspace (created in Step 2) by launching the Eclipse client and selecting the workspace. To create the file needed in Step 4 on Linux, you will need to go to Window > Preferences and select "Apply" and then "OK" to any changes made or without any changes being done. It is this minor action within Preferences that will cause the file to be generated. Close and re-open the Eclipse client and proceed to the next step.
- Modify the file by adding this line:
UIActivities.com.rational.clearcase=true
or
UIActivities.com.rational.clearcase\:true
6. Restart Eclipse
The ClearCase menu option will now be visible.
