ALERT: mkbl improperly labels versions when applied from client running a later patch level than the VOB server

IMPACT

The defects will impact builds that were based off of the incorrectly labeled versions.

ENVIRONMENT

The following defects were introduced in ClearCase versions 7.0.0.5, 7.0.1.4, 7.1.0.1.

The defects occur when running a cleartool mkbl from a client that has a ClearCase version that is at or later than 7.1.0.1 or 7.0.1.4 or 7.0.0.5 installed against a VOB server that has a ClearCase version earlier than 7.1.0.1 or 7.0.1.4 or 7.0.0.5.
