    The code point range for FTP simplified Chinese double byte code
    page was expanded to first byte x'81' to x'FE', and the second
    byte range from x'40' to x'FE'.  If the non-standard range
    is desired, a new FTP.DATA statement is provided to enable
    this.  The new FTP.DATA statement is EXTDBSCHINESE.
    Use the EXTDBSCHINESE statement to specify whether
    the extended double byte range for Simplified
    Chinese characters is enabled (TRUE) for translation
    from ASCII to EBCDIC code points.  The default is TRUE.

    Use the EXTDBSCHINESE statement to specify whether

    1st byte : x'81' - x'FE'
