"11041 - A Database error has occurred...SQL0206N CHARSIZE is not valid..." for zOS customers when trying to open a DT map after applying fixpack 17.

Abstract
A customer applies the latest fixpack 17 to their WDI client. After doing this when opening any DT map they receive an error. This is due to a inter-dependency with a zOS PTF which is not currently specified in the readme.

A customer applies the latest FP17 to their WDI client. After doing this when opening any DT map they receive the following error:
The readme does not specify an interdependency between FP17 and PTF UK09539. At this time PTF UK09539 has not been released therefore the workaround is to revert to a backup with fix pack 16. If you do not have a backup, then please contact the support center at 1-800-IBM-SERV before re-installing WDI Client because uninstalling Client will cause loss of configuration data. Once PTF UK09539 is released, this can be applied and the customer can continue with their upgrade to FP17.
