Problem(Abstract)
"Consecutive true samples" in situation editor is handled at TEMS. Hence when you set the Consecutive true samples to 2 or above, TEMS must be up. If TEMS is down, the situation does not work.
The default value of Consecutive true samples is 1. The situation will work correctly when the Consecutive true samples is set to 1 and TEMS is down.
Resolving the problem
It is working as designed.
When you set the Consecutive true samples to 2 or above, TEMS must be up.
