TEC Server showing umlauts as ? ?

Question
Events sent from adapters are converted to question marks ?? on the TEC Server.
The machine is running an Oracle database.
 
Cause
TEC 3.9 uses UTF8 encoding for data exchanged with the Oracle server. The TME server environment must be adjusted to incorporate the proper Oracle settings for UTF8 encoding

TEC 3.9 uses UTF8 encoding for data exchanged with the Oracle server. The TME server environment must be adjusted to incorporate the proper Oracle settings for UTF8 encoding
The following instructions must be executed on the TME server by an user with permissions to change the TME environment settings:

a. Source the Tivoli environment:
  1) UNIX: From the command line,

 run the /etc/Tivoli/setup_env.sh script.

  2) Windows: From the command line, run the following script:
      %SystemRoot%\WINNT\system32\drivers\etc\Tivoli\setup_env.cmd


b. Run 'odadmin environ get > tempfile' to get the TME environment settings to a file. Edit 'tempfile' to incorporate the following parameter:
NLS_LANG=language_territory.AL32UTF8,

where 'language' and 'territory' should reflect the local language and territory for your Oracle client.

c. Run 'odadmin environ set < tempfile' to import the new TME settings.


d. Restart the TME server with the 'odadmin reexec all' command.

Note that on Unix machines, the absence of the LANG setting in tempfile may cause the odadmin environ set command to fail. Please refer to the TMF Enterprise Installation Guide for information on the proper values for this setting.

Please refer to the "Oracle 8i National Language Support Guide" or to the "Oracle9i Database Globalization Support Guide"                                                                            to choose the appropriate settings for these two parameters. For instance, for US English, the proper setting would be AMERICAN_AMERICA.AL32UTF8, whereas for Japanese, the proper setting would be JAPANESE_JAPAN.AL32UTF8.
