Problem(Abstract)
Distribution of a TEC adapter fails with the error below:
Cause
FRWTS0087E The following errors occurred during distribution:
-> FRWCB0218E Distribute failed for subscriber 'xxxxxxxxxx':

CreateFile Failed, Error: 3
The process is unable to create the directories it needs to download the files into.
Resolving the problem

The process is unable to create the directories it needs to download the files into.
Once it has been checked that all file permission's are correct then check if a sh.exe or sh file exists in the %PATH% before the Tivoli sh.exe.
If it does then the install process will try and use it instead of the correct sh.exe.
Rename the sh.exe or sh higher in the %PATH% and then re-run the distribution.
