Possible problems with tec_gateway running with State based correlation

Problem(Abstract)
The tec_gateway will run if UseStateCorrelation is set to No but there is a problem if this parameter is set to YES
 
Resolving the problem
Check the trace file for state correlation, this should give an indication of the
problem but possible problems are:

1) The XML rule file, syntax errors or ^M characters in the file.
2) The files have not been downloaded in the distribution correctly.
3) One or more of the ports required (by default 5561,5562,5563 and 5564) are in use by another process.
4) The cache file for the State Correlator is corrupted.
The default for this is /etc/Tivoli/tec/tec_gateway_sce.cache, rename the cache file and try a restart of the tec_gateway.
5) Some problem with the Java engine.
