Error description

• If an SPROC must be rebuilt because it was built at a previous
  version, statistics field QISTCOLS is not being incremented.

  The code to increment SPROC counter QISTCOLS was inadvertently
  remove in V810.
  

Problem conclusion

• DSNIZMV2 is changed to restore the code that increments QISTCOLS
