Error: '...The FTP operation failed with error code 530...' when deploying courses

Question
When you try to deploy courses in IBM® Workplace™ Collaboration Services Learning or IBM Lotus Learning Management System, the courses fail to deploy and there are extensive errors in the \PortalServer\log\SystemOut.log:

Answer
In one particular case, the Content Server deployment parameters specified in the dbbuild.properties file were not correct. The workaround was to edit the dbuild.properties file as follows:
1. Open the dbbuild.properties file, usually located at
    \WorkplaceServer\config\database\dbbuild.properties.

2. Edit the properties listed in the table below.

3. Save and exit the dbbuild.properties file.

4. Stop the Workplace server or the LMS server.

5. Make sure the HTTP server is running.

5. Open a command prompt, enter the following command on one line (case-sensitive), and press ENTER:
    LWPdbconfig updateSettings -DLWPDBAdminUser=administrator -DLWPDBAdminPassword=password -DLWPAppUser=administrator -DLWPAppPassword=password

Absolute path, such as c:\packages

This is an identification number for the Content server.
0
0=FTP, 1=File System Deployment
VirtualDirectoryName
Name of the virtual directory for content.
ftp.server.hostname
FTP server host name.
ftpuser
User with read/write access to the content virtual directory
ftppassword
FTP user password
