Error when attached document contains special characters

Abstract
Attempting to open an attached file with special character such as apostrophe cannot be viewed.
 
Content

The following steps have been found to produce the error:

1. Create a file called "Steven's.doc"
2. GO TO Work orders module
3. Click on Work Order tracking application
4. Create new work order
5. Click on attachments
6. Add new attachment
7. Attach the file
8. Press OK
9. Save Work Order
10. Try to open the attached file

The following error message appears: The page cannot be found HTTP 400 Bad Requests Internet Explorer.

A hotfix is available for this issue. Please contact IBM Maximo Support to obtain this hotfix
