IBM WebFacing Tool DBCS UTF-8 Error on Portal Server

Abstract
When using the IBM WebSphere Development Studio Client Advanced Edition for System i product on a DBCS system with WebFacing Portlet projects, the first window opens correctly, but the next window contains a UTF-8 encoding error.

Issue:

When using the IBM WebSphere Development Studio Client Advanced Edition for System i product on a DBCS system with WebFacing Portlet projects, the first window opens correctly, but the next window contains a UTF-8 encoding error.

This problem can occur when deploying the WebFacing Portlet project to WebSphere Portal Server V5.x or in the WebSphere Portal Test Environment V5.x.

The problem is related to the default encoding setting on the Portal server, which is UTF-8 for most, but not all, languages.

The default values are:

Japanese ja = Shift_JIS
Simplified Chinese zh = GBK
Traditional Chinese zh_TW, HTML = Big5
Traditional Chinese zh_TW, WML = UTF-8
Korean ko = KSC5601
All others = UTF-8

Solution:

Change the default values using the portal administration.

  1. Click Administration > Portal settings > Supported markups.
  2. Select the markup for which you want to change the character set.
  3. Click Edit selected markup > Set locale-specific settings.
  4. Select the language for which you want to make the change, and then click Edit setting for selected language.
  5. Change the character set for the selected language in the selected markup.

For example, change the setting from:
    Japanese (ja) HTML Shift_JIS
to:
    Japanese (ja) HTML UTF-8

Note: If you are using the WebSphere Portal Test Environment, enable the administration before changing the above setting. To open the WebSphere Portal v5.0 Test Environment server configuration, double-click it in the Server Configuration view. In the editor that opens, click the Portal tab and make sure that "Enable base portlets for portal administration and customization" is selected as shown in the following figure:
