User received CEE3201S calling a COBOL program from a C application that was called from Java™. The call leading to the Operation Exception was from IGZETHI. CEEDUMP showed a negative offset from IGZETHI but Reg14 minus the entry point for IGZETHI showed a call was made at IGZETHI +X'35C'.
Cause
User had multiple threads active at the time of the call to COBOL.
Resolving the problem
Using Enterprise COBOL with the THREAD compiler option should resolve this problem. User was using Enterprise COBOL for z/OSĀ®.
