Question


Federal Desktop Core Configuration (FDCC) on Windows XP and Vista is a mandate issued by the U.S. Federal Government. The most current versions (and future versions) of IBM software products that are deployed by U.S. government agencies must be able to install and run on Windows XP Professional and Windows Vista Enterprise with FDCC settings.

Note: FDCC is now referred to as the USGCB (United States Government Configuration Baseline).

What is FDCC?

Federal Desktop Core Configuration (FDCC) on Windows XP and Vista is a mandate issued by the U.S. Federal Government. The U.S. Executive Office of the President issued Memo M-07-18 and Memo M-07-11 requesting that all government agencies set up their Windows desktop platforms XP and Vista with security settings that are defined in the Federal Desktop Core Configuration.

All agencies must comply with the new standard by February 1, 2008. The government requires that vendors self-certify to the FDCC in order to meet procurement requirements on the Microsoft platforms.


What is required?

The most current versions (and future versions) of IBM software products that are deployed by U.S. government agencies need to be able to install and run on Windows XP Professional and Windows Vista Enterprise with FDCC settings. These include:

  1. The most current versions (and future versions) of the IBM software desktop applications;

  2. The most current versions (and future versions) of the IBM software server applications or components with functions performed from Windows desktop platforms;

  3. The most current versions (and future versions) of the IBM software server applications or components that support development usages on Windows desktop platforms.

  4. The most current versions (and future versions) of the IBM software server applications or components with functions performed from Windows desktop platforms.

Support for IBM Lotus products

Lotus Notes
The following Notes Basic and Notes Standard clients are supported in the FDCC Desktop Configuration on Windows XP:

Install by Administrators only.

Lotus Notes 6.5.3 (and later)
Lotus Notes 7.0.3 (and later)
Lotus Notes Basic 8.0.1 (and later)
Lotus Notes Standard 8.0.1 (and later)


The following is not supported in the FDCC Desktop Configuration*:

Install by Standard User
Nomad (USB device support)

* No other known caveats that do not fall under the definition of a typical release note.

Windows 7
Plans for Notes Basic and Notes Standard clients in the FDCC/USGCB Desktop Configuration on Windows 7:

  • Install by Administrators only is planned for Lotus Notes Basic (32-bit) and Standard (32-bit) support on Windows 7 32-bit and/or 64-bit post Notes 8.5.2 release.
  • Results of testing will define which back releases can be supported and technote will be updated accordingly. The timing of this testing is contingent on final specification from US Government on FDCC / USGCB being released.

Lotus Domino
The following products do not require FDCC compliance as they are not part of the standard end user desktop:

Lotus Domino Designer
Lotus Domino Administrator


Lotus Domino Web Access
Lotus Domino Web Access was tested and will be supported on the latest Maintenance Releases of the server: 6.5.6, 7.0.3, 8.0.1

Lotus Sametime
Sametime supports FDCC in both 7.5.1 CF1 and 8.0.


Lotus Forms
The following products are supported in the FDCC Desktop Configuration on Windows XP and Windows Vista:
  • Lotus Forms Viewer 3.0.1 and later versions*
  • Lotus Forms Designer 3.0.1 and later versions
  • Lotus Forms Server 3.0.1 – Webform Server (clients) and later versions*

* Refer to Technote #1303712 for a list of usage notes.

The following products do not require FDCC compliance as they are not part of the standard end user desktop:
  • Lotus Forms Server (server components)
