The Feature Pack for Web Services fails to install

Problem(Abstract)
If the IBM WebSphere Application Server version 6.1 for i5/OS or the Application Client V6.1 was installed with the V6.1 Refresh image (V6.1.0.11), the Feature Pack for Web Services install may fail.

This problem does not exist if the Application Server V6.1 or Application Client V6.1 product was installed using the original V6.1 install image and then updated to V6.1.0.11 using a Fix Pack.
 
Symptom
The install fails with the following error message:
Process, com.ibm.ws.install.ni.ismp.actions.WSFEPCheckEnablingIfixAction, err, Unable to locate the required Base Enablement Ifix.
 
Cause
The V6.1 Refresh (V6.1.0.11) install image is missing the enabling Interim Fixes that are needed to install the Web Services Feature Pack.
 
Resolving the problem
Apply Application Server Fix Pack 13 (or later) before installing the Web Services Feature Pack.
