Error Description:

Customer attaches the policy set and policy binding to multiple
web service clients in an application, but after application
update, the policy resources in the first webservice client
policy binding are missing.

WebSphere Application Server web services engine is storing all
the binding resources files to be recreated after application
update in a Map. But the key is not unique when there are
multiple web service clients or web service providers in one
application. That means only the binding resources files for
the last web service client/provider will be kept in the Map
and recreated after application update.

Problem conclusion

Web Service Engine is modified to a use unique key value for
the Map restoring policy binding resources for recreation after
application update.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.31, 8.0.0.8 and 8.5.5.2.  Please refer to the
