Error description

Proxy quiesces inflight requests while shutting down but
continues to accept new requests.  The new requests fail with
HTTP error code 500.

During a quiesced stop the channel listener is not stopped by
the proxy and new requests are accepted while the proxy is
quiescing.

Problem conclusion

The proxy stops the channel listener at the start of a
quiesced shutdown of the proxy or ODR server.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.31, 8.0.0.8 and 8.5.5.1.  Please refer to the
