During creation of a OutputStreamWriter to write
servicesIndex.xml, there is no value of charset given. The
system default one will be used and that causes problems for
    the XML parser.

Problem conclusion

  • Added Charset with value "UTF-8" when creating the
    OutputStreamWriter.
