WS-ReliableMessaging was incorrectly processing metadata
associated with a Web service.  In addition the behavior of the
initialization code that received the resulting exception
incorrectly marked the WS-RM configuration for the service as
completed leaving the service configured to use WS-RM with an
in-memory storage manager even if configured to use a persistent
quality of service.

Problem conclusion

The processing of the Web service metadata used by WS-RM was
corrected so that the ConcurrentModificationException no longer
occurs and the initialization algorithm was modified so that any
failures that may occur before initialization is complete do not
mark the WS-RM configuration as completed.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.31, 8.0.0.7 and 8.5.5.1.  Please refer to the
