Error description

• Current cache created did not take into account packages
  without classes, causing repeated class path searches
  everytime a context was built.

  JAXB context creation may scan packages which are included by
  JAXB classes. When there is no JAXB class in the package,
  current cache will not keep the search results for this
  package. That will result in repeated searching of those
  packages everytime we need to build a JAXBContext that
  contains those packages.
  

Problem conclusion

• JAX-WS is enhanced to cache search results for the
  packages without JAXB classes to avoid repeated searching.
  
  The fix for this APAR is currently targeted for inclusion in
  fix packs 7.0.0.29, 8.0.0.7 and 8.5.5.
