WebSphere Application Server for z/OS controller region
received a BBOO0042E accept failed message with RV=-1,RC=1121,
due to Connection Reset. WebSphere Application Server then
tries to recover and starts a new listener even though the old
listener is still good. This caused a port bind failure with
message BBOO0161E RV=-1, RC=1115.

Problem conclusion

Code was updated so that the old socket listener is closed prior
to starting a new Listener.

APAR PM68651 is currently targeted for inclusion in Fix Packs
7.0.0.27, 8.0.0.5, and 8.5.0.1 of WebSphere Application Server.
