Problem conclusion
There was a problem in PortletDescriptorView.java: the call to getApplicationContents used workspace.getSessionId() and it should have been using workspace.getUserName(). With the code change, it now uses the workspace that the rest of the console is using rather than opening a new one that doesn't get deleted. The fix for this APAR is currently targeted for inclusion in fix packs 7.0.0.23 and 8.0.0.3.
