• after applying PM48786, the SIP container puts display
  names in double quotes.

  The SIP container is writing Address objects without brackets
  if there is no display name. when display name is set to empty
  string the SIP container is adding commas around it.
  

Problem conclusion

• A new custom property was added to allow the user to decide
  that every Address object will be written with brackets around
  the URI section even if the display name is empty.
  
  To enable the new custom property:
  1. log in to the WebSphere administrative console
  2. go to Application servers > server1 > SIP container >
  Custom properties
  3. click on new
  4. add custom property
       name: force.name.addr
       value: true
  5. click on ok
  6. restart the SIP container
  
  The fix for this APAR is currently targeted for inclusion in
