When federating a v6.1 node to v7 dmgr with -includeApps
option specified, the v6.1 applications are not imported to the
BLAs and CUs directories in the dmgr.

Problem conclusion

A bug in the importNode utility that did not import v6.1
applications to BLAs and CUs directories properly when
federating v6.1 node to v7 dmgr with the -includeApps
option specified. This has been corrected.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.23 and 8.0.0.4  Please refer to the
