During startup, Application Server may encounter

In the end fails to start JVM.

Problem summary

* PROBLEM DESCRIPTION: When there is some unexcepted delay     *
*                      in the Startup of a Resource Adapter,   *
*                      the HAManager callback method           *
*                      re-starts the JVM.                      *
****************************************************************
* RECOMMENDATION:                                              *

The HAManager periodically contacts the J2C component through
a callback method and if the status for the component is false,
then HAManager puts the JVM into panic state. The change in
status from false to true from J2C component might take time
due to delay in starting Resource Adapter. This will throw the
following exception in SystemOut.log

Problem conclusion

Made code changes to provide appropiate status to HAManager.
The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.23 and 8.0.0.3  Please refer to the Recommended
