Error description

When a request is redirected to the URL which is specified by
spnegoNotSupportedPage, some non ascii charater get garbled

*                      non-ASCII characters, screen output     *
*                      might not be displayed properly.        *

The character set of SpnegoNotSupported page supposed to be
acquired from charset attribute in http header by PageLoader
class. But due to a code defect, if some white space exists in
the attribute, the value was not extracted properly. As a
result, security code fails to select appropriate chracter
encoding method to read and write a file. When this condition
happens. A HTML page, which a browser receives, might not be
readable.

Problem conclusion

With this fix, code reads correct charset attribute even some
whilte space exists in the attribute.

The fix for this APAR is currently targeted for inclusion in
fix pack 7.0.0.21 and 8.0.0.2.  Please refer to the Recommended
