Local fix

Problem summary

* PROBLEM DESCRIPTION: The wsadmin command,                    *
*                      createJ2CConnectionFactory, fails       *
*                      with NullPointerException.              *
****************************************************************
* RECOMMENDATION:                                              *

The wsadmin command, createJ2CConnectionFactory, fails with a
NullPointerException. This also occurs in the administrative
console because it uses the command to create J2C connection
factories. The command fails with the following message:
Unable to create the J2CConnectionFactory factory because the
createJ2CConnectionFactory command failed: null.

Problem conclusion

The problem occurs when the associated resource adapter does
not have a deployment descriptor. Absence of deployment
descriptors in resource adapters is now tolerated.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.21 and 8.0.0.2.  Please refer to the
