Error description

Some of Locater Service Daemon related ORB calls fail
authentication even CSIv2 Inbound Authentication is
set as required. Since some of LSD calls would be made before
the security code is ready to authenticate users, these calls
should be exempt from authentication.

* PROBLEM DESCRIPTION: Location Service Daemon (LSD) might     *
*                      fail to reregister application          *
*                      servers upon restarting a node agent.   *

When CSIv2Outbound authentication is set as required, and LSD
is enabled. If a NodeAgent is restarted, it might fail to send
LSD message to reregister each server due to
CORBA.NO_PERMISSION Minor Code:92 error.
This issue happens due to startup sequence. If
CSIv2Outbound authentication is set as required, when an ORB
request is being sent, login needs to be performed. However
there is a situation that when LSD generates a reregister
request,and Security Service is not up and running.
As a result login fails and CORBA.NO_PERMISSION Minor Code 92
is thrown.

Problem conclusion

With this fix, LSD no longer sends an ORB call unless Security
Service is up and running.
To enable this function, the following ORB custom property
needs to be set:
Name: com.ibm.ws.orb.services.lsd.EnableSecurityServiceCheck
Value: true

The fix for this APAR is currently targeted for inclusion in
fix pack 6.1.0.43, 7.0.0.23, and 8.0.0.3.  Please refer to the
