Error description

• Holiday.getHolidays(Locale) returning an empty set
  

Local fix

• creating shared lib with icu4j-4.0.jar and associating at server
  will help in this issue.
  

Problem summary

  * USERS AFFECTED:  All users of IBM WebSphere Application      *
  *                  Server V6.1 and V7.0 using the ICU4J        *
  *                  library.                                    *

  * PROBLEM DESCRIPTION: The ICU4J library included with         *
  *                      WebSphere Application Server does       *
  *                      not return the correct list of          *
  *                      Holidays for a given locale.            *
  ****************************************************************
  * RECOMMENDATION:                                              *
  ****************************************************************
  The utility function to get the list of holidays for a given
  locale returns an empty list. An incorrect list can cause the
  calling application to not function properly.
  

Problem conclusion

• The Holiday function of the ICU4J library was updated to
  properly load the informaton regarding a specific locale.
  
  The fix for this APAR is currently targeted for inclusion in
  fix packs 6.1.0.43, 7.0.0.23.  Please refer to the Recommended
